Atlantic Basin, operated by DockNYC
The City announced plans to completely take over Atlantic Basin from the Port Authority on May 14, 2024. As of that news, this site is being replanned along with the larger Brooklyn Marine Terminal (BMT).
Atlantic Basin has been (mostly) owned by the Port Authority property (one section is owned by NYC's Dept. of Small Business Services) and was leased in 2005 to the New York City Economic Development Corporation (NYCEDC) who has managed it since.
The NYC EDC began NYC Ferry service from Atlantic Basin's Clinton Wharf in 2017.
Wharfage is handled under a NYCEDC program called DockNYC, operated by BillyBey, part of the NY Waterway ferry company.
DockNYC controls wharfage on Pier 11 (the east face), the inshore side of Pier 12 (the cruise terminal) and Clinton Wharf (the southern face) which is collapsing so no vessels are docked there.
In September 2016, there were 6 commercial vessels homeported on Pier 11 representing 3 companies. September 2022, most were evicted to make way for construction of the NYC Ferry Homeport 2. After that, just 3 maritime entities with vessels remain on Pier 11, two businesses (Lehigh Maritime and Manhattan by Sail), plus our nonprofit PortSide NewYork, aboard the MARY A. WHALEN, at the south end of Pier 11.
The asphalt and 2 sheds around Atlantic Basin are leased to multiple tenants and some subtenants. The Pier 11 shed has been largely empty since 2018. D&M Lumber moved into the Pier 11 Shed in September 2023 after the Port Authority condemned Piers 9A and 9B. U.S. Customs was displaced from Pier 9B to 8, displacing D&M from Pier 8 to 11.
The north face and inshore side of Pier 10 are part of the container port.
